High Peak Liberal DemocratsEast Midlands Executive may have opened the door for the Policy Debate to be reinstated at November's Regional Conference.
There had already been a concession to include a slot for an Emergency Item. This has now been 'extended'. Rather than this being deleted if no Emergency item comes in it will, in that event, be handed over for a debate on a selected item. Here's how it will now work.
Anyone who has already submitted a motion is asked to formally resend it, by email, to Phil Knowles by no later than noon on Wednesday November 14th 2012. Same applies to new, yet to be submitted motions.
Each motion will then be listed onto a ballot paper in readiness for the Regional Conference on Saturday 17th 2012.
As delegates arrive at Conference they will be given a ballot paper and asked to vote for the motion they wish to debate.
The winning motion will then be put to Conference for debate. If there is a tie for first place then the President, Chairman and Conference Organiser will select the motion from the joint winners.
Any amendments to the selected motion will need to be moved verbally from the floor of the meeting.
All of the above 1 - 5 will be set aside in the event of a genuine emergency motion being put forward for debate at Conference but this must be a genuine emergency motion and something that having fitted into that category could not have been known before Noon on Wednesday 14th November when it could have been submitted alongside all other motions. The final decision on this will rest with the President, Chairman and Conference Organiser for the East Midlands'
