For many months residents along the small roads of Ellendale Road and Albermarle Road Chaddesden, Derby, have witnessed a generous garden corner plot to a once end terrace council house disappear. Earth works, removal of soil, large vehicles, hard hats, and large stinking bonfires on the site of the once garden, caused neighbours to complain to the council. Eventually the corner plot garden was gone, hard core went down, high fences went up. So what was going on people asked?

Neighbourhood mystery was dispelled a few days ago when a Derby City Council planning permission notice went up on a pole near the entrance of what is likely plots for car parking places. The owner of the ex council house after carrying out months of extensive earthworks, is now seeking planning permission to establish an 8 bed care home for people with special needs effectively on this corner plot.

Once the cat was out of the bag, I contacted the planning case officer on behalf of perplexed residents who had been caused nuisance for months by the earthworks, bonfire fumes, and the amount of noise the ground work has caused prior, and run up to, the owner applying for planning permission . My concerns have now been passed to the Building Consultancy Section . I understand that the council sent only 8 consultation letters to residents. This may be the legal issue, but it's a mere drop in the ocean in our massive residential area. In the circumstances I considered it appropriate to put out a few Focus leaflets to inform residents who deserved to know what was happening along the road. If residents don't know about plans for their neighbourhood then they cannot make comments to the council's planning department alongside those lucky 8 who received the informative letter.

As yet, planning permission has not been decided upon. It concerns me as a mum with an adult son with extra care needs that this corner plot could even be considered a suitable place to call home for fragile people. The most vulnerable people in our society are someone's child. Residents with extra care needs deserve a sensitively planned home, with a garden, somewhere to sit out on a nice day . Somewhere that has factored in that they are human beings when drawing up plans, and not a financial resource . They are someone's child.
