A lottery or a hereditary ruling class instead of democracy could also do that, occasionally.
AV does have at least one of the virtues of real STV/MMC: It breaks the power of the Party Machine!
A deselected party dissident, a "real Labour" or anti-leadership rebel can stand against the official candidate with no fear of splitting the vote because they can ask people to transfer to the official candidate.
