In theory, party policy is made by the members via party conference.
Local parties are supposed to elect representatives who actually do the voting.
This all depends on reps. being elected and, most important, contacting members to ascertain their views.
THIS DOES NOT ALWAYS HAPPEN!
We should have a system which allows every member to submit opinions direct. Only then will our boast become reality.
