Legal Guide and FAQs for ILF Users and Other People with High Support Needs This guide has been written to help Independent Living Fund ( ILF) users understand legal and practical issues about community care assessments and support and how it will apply to them following the closure of the ILF in June 2015. It is also aimed at other adults with high support needs who may not have had support from ILF. The guide has been prepared by Kate Whittaker, consultant solicitor at Scott-Moncrieff & Associates and a trustee at Disability Sheffield together with ILF users, Inclusion London and Disability Sheffield Centre for Independent Living.
