The 2019 current policy paper 139 says 5%:
4.3 Greening taxation
4.3.1 The taxation system also needs to support the transition to net zero.
This includes:
* Widening the list of energy and emissions-saving products enjoying the
5 per cent rate of VAT, adding electric vehicles (replacing the current
purchase grant system) and keeping VAT on Solar PV and batteries at 5
per cent.
